<p><span style="font-family: verdana, geneva; font-size: small;">The SL County jail &#8211; located at <a title="Salt Lake County Jail" href="http://maps.google.com/maps?q=3415+South+900+West+Salt+Lake+City,+Utah+84119&amp;hl=en&amp;hnear=3415+S+900+W,+Salt+Lake+City,+Utah+84119&amp;gl=us&amp;t=m&amp;z=16&amp;iwloc=A" target="_blank">3415 South 900 West in Salt Lake City, Utah</a> - has various visitation schedules depending upon where your loved one is currently housed.  There are a number of different rules that you must adhere to when attempting to schedule a visit as well as when you arrive for your visit. The following list of nine items constitute the bulk of the visitation rules:</span></p>
<ul>
<li><span style="font-size: small; font-family: verdana, geneva;">You must arrive at least 45 minutes prior to the start of your visit. If visiting at Oxbow, you must arrive at least 15 minutes prior to your visit. Visitors are responsible to remember the date and time they are pre-scheduled.</span></li>
<li><span style="font-size: small; font-family: verdana, geneva;">Prisoner workers (kitchen, server, etc.) will not be allowed visits during their scheduled work hours. The prisoner is responsible for notifying visitors of housing location changes and/or work assignments.</span></li>
<li><span style="font-size: small; font-family: verdana, geneva;">Prisoners are permitted two (2) visits per week and three visitors will be allowed to visit a prisoner. (At Oxbow, due to space limitations, only two visitors are permitted per visit). Children 17 years and under must be accompanied by their parent or legal guardian. An adult must accompany a child wanting to visit their parent or legal guardian.</span></li>
<li><span style="font-size: small; font-family: verdana, geneva;">Every visitor 16 years of age or older must have a government issued ID (Drivers License or State ID), Driving privilege cards and school ID’s are not acceptable forms of identification.</span></li>
<li><span style="font-size: small; font-family: verdana, geneva;">No visiting is permitted during meal times beginning at 11:00 AM through 12:30 PM and from 4:00 PM through 5:30 PM.</span></li>
<li><span style="font-size: small; font-family: verdana, geneva;">Visits may be pre-scheduled up to seven days in advance by calling 743-5000 or you may pre-schedule a visit in person at the Visiting counter.</span></li>
<li><span style="font-size: small; font-family: verdana, geneva;">Visiting reservations must be made no later than 11:00 PM the day prior to the day of the visiting reservation. No same day telephone reservations will be scheduled.</span></li>
<li><span style="font-size: small; font-family: verdana, geneva;">Cancellations and/or changes to existing visiting reservations must be made no later than one hour prior to the scheduled visit.</span></li>
<li><span style="font-size: small; font-family: verdana, geneva;">Requests to visit outside of normal visiting hours and/or days will be handled on a case-by-case basis.</span></li>
<li><span style="font-size: small; font-family: verdana, geneva;">There will be times when a prisoner is unavailable or refuses a visit. Visits also on occasion may be delayed or cancelled due to operational incidents in the jail.</span></li>

<p style="text-align: justify;"><span style="font-size: small; font-family: verdana,geneva;">Are you in Utah? Have you looked around and seen a thousand sites about how to become a “bounty hunter”?  Are you turned off?  Yeah me too!!</span></p>
<p style="text-align: justify;"><span style="font-size: small; font-family: verdana,geneva;">Some basic knowledge to get you started, here in Utah, the legal terms are <strong>Bail Enforcement Agent</strong>, <strong>Bail Recovery Agent</strong> and <strong>Bail Recovery Apprentice</strong>, each of these are different and thus have differing specific requirements.  </span></p>
<p style="text-align: justify;"><span style="font-size: small; font-family: verdana,geneva;">In order to get your license there are four main things, in addition to the specifics mentioned above, you will need to consider: </span></p>
<ul>
<li><span style="font-size: small; font-family: verdana,geneva;">First, are you 21 years old and a legal citizen or legal resident of these United States of America?</span></li>
<li><span style="font-size: small; font-family: verdana,geneva;">Second, can you pass a background check? Yes? Good! No? Can you get your record expunged? If so, do so first.</span></li>
<li><span style="font-size: small; font-family: verdana,geneva;">Third, you will be required to complete a <strong>Bail Enforcement Training </strong>course.  The class is typically conducted over a two day period &#8211; eight hours each day. (See below for additional information) </span></li>
<li><span style="font-size: small; font-family: verdana,geneva;">Fourth, you will need to find a Bail Enforcement Agent willing to sponsor you during your time as a Bail Recovery Apprentice. </span></li>
</ul>
<p><span style="font-size: small; font-family: verdana,geneva;"><strong>Bail Enforcement Training</strong></span></p>
<p><span style="font-size: small; font-family: verdana,geneva;">Here in Utah there are only five authorized organizations that offer the Bail Enforcement Training &#8211; <a title="Fox Force - Authorized to Provide Bail Enforcement Training Course" href="http://publicsafety.utah.gov/bci/bail.html" target="_blank">Click Here to See the List</a> &#8211; (Note, in the interest of full disclosure, I am the owner of one of the five companies &#8211; Fox Force LLC! Apologies for the shameless plug). Anyhow, these classes are generally held once every three months, not very often I know, and this is the reason:</span></p>
<p style="padding-left: 30px;"><span style="font-size: small; font-family: verdana,geneva;"> Once you have completed the Bail Enforcement Training course, you will submit your certificate of completion along with your <a title="Application for Bail Bond Recovery License" href="http://publicsafety.utah.gov/bci/documents/BailEnforcementApp811.pdf" target="_blank">application </a>to the <a title="Bureau of Criminal Identification" href="http://publicsafety.utah.gov/bci/index.html" target="_blank">Utah Bureau of Criminal Identification</a> for consideration at the next board meeting (yes there is a board) and this board meets once every 3 months. Therefore, the classes are typically offered to coincide with the board meetings.  </span></p>
<p style="text-align: justify;"><span style="font-size: small; font-family: verdana,geneva;">If you make it through your first two years on the job and you want to continue (I say <strong>IF</strong> because most people don’t) then it is time to renew or upgrade your license and you will need to get a $10,000.00 surety bond. This is fairly easy to get, and the cost depends entirely on your credit standing.  I have seen them go for as little as $100.00 and as much as $1,800.00. </span></p>

While each Bail Agent is required to follow the guidelines set by the jail each Bail Agent differs slightly when dealing with the cosigners and defendant. </span></li>

<p style="text-align: justify;"><span style="font-size: small; font-family: verdana,geneva;">Bad Boys Bail Bonds Agent &#8211; <a title="Katie Keller" href="http://badboysbailbondsutah.com/contact-us/our-agents/katie-keller" target="_blank">Katie Keller</a> talks to the cosigner to ensure that the cosigner understands what he or she is liable for prior to proceeding with the bail process.  After Katie believes the cosigner understands their obligations she will then proceed with the paperwork.  Once the cosigner is done filling out the paperwork, Katie will then notify the jail that she is there and then proceed to meet with the defendant and have them fill out the same paperwork.  After she provides the jail her bond she waits with the cosigner for the defendant; once again helping them understand what lies ahead and to answer any questions they may have.</span></p>
<p style="text-align: justify;"><span style="font-size: small; font-family: verdana,geneva;">On average you can <strong>expect to wait around 60 to 90 minutes to complete the bail process</strong> and be released from the Cache County Jail.  This of course is an average and therefore at times it may be much quicker and some times it is much longer; it all depends on how many people are being held at the time. </span></p>
<p style="text-align: justify;"><span style="font-size: small; font-family: verdana,geneva;">Also, an important item to note is that <strong>the Cache County jail administers breathalyzer tests</strong> to anyone who plans on driving home any defendant that was drunk when they were arrested.  After passing the jail will have the person transporting the defendant sign a waver stating they understand that they are responsible for the defendant for the next 12 hours.</span></p>

Charles Schumer of New York and Sen. Harry Reid of Nevada. These top politicians are asking Apple, Research in Motion, which make the iPhone and Blackberry smartphones as well as Google to ban the sales of these apps.</span></p>
<p style="padding-left: 30px; text-align: justify;"><span style="font-size: small; font-family: verdana,geneva;">The CEO of &#8220;Fuzz Alert&#8221; has actually seen in an increase in sales since the lawmakers have spoken out against such technology. Some Utah police agencies are not concerned, &#8220;<strong>It actually helps us do what we want to do.</strong>&#8221; said South Salt Lake police officer Gary Keller. &#8220;We want to deter DUI’s. We want people to know that, yeah, we are out there looking for them.&#8221;</span></p>

Ted Tingey of the <a title="Utah Highway Safety Office Website" href="http://publicsafety.utah.gov/highwaysafety/impaired.html" target="_blank">Utah Highway Safety Office</a> agrees in that he <strong>advertises its DUI enforcement</strong> in hopes of keeping drunk drivers off the road. He has noticed that when they put up DUI checkpoints many club and bar owners provide courtesy ride homes for patron on these particular nights.</span></p>

Keller stated, “When people become intoxicated, the first thing that goes out the window is judgment, so a lot of times they may know about the DUI checkpoints. They may have these apps on their phone but they ignore them because of the lack of judgment.&#8221;</span></p>

			<content:encoded><![CDATA[<p><span style="font-size: small; font-family: verdana,geneva;">In 2010 the <a title="State of Utah - Insurance Department" href="http://www.insurance.utah.gov/legalresources/currentrules.html" target="_blank">Utah Department of Insurance</a> added language to <a title="Utah Department of Insurance - Rule 590-194-4 Bail Bond Surety Fee Standards" href="http://www.insurance.utah.gov/docs/rules/R590-196Amd4-15-10.pdf" target="_blank">Rule 590-164-4</a> to require all bail bond companies to charge customers a minimum of 10% on the total amount of the bail.  Prior to this change the law limited bail bond companies to no more than 20%.  While this law appeared to “even the playing field” for the bail bond companies it actually hinders the free market system by imposing strict guidelines on how bail bond companies operate.</span></p>
<p><span style="font-size: small; font-family: verdana,geneva;">Now the Department of Insurance is once again attempting to negatively impact the free market system by <strong>eliminating financing of bail bonds.</strong>  This hurts the consumers, the bail bond companies and the tax payers of the state of Utah.  Here are just a few ways eliminating financing on bail bonds hurts the state of Utah.</span></p>
<ul>
<li><span style="font-size: small; font-family: verdana,geneva;">Without the ability to post bail suspects will be incarcerated until they see a judge.  This means they will lose their ability to make money at their jobs. This will lead to them being laid off or fired.  Then we have an individual who otherwise could have maintained employment – unemployed and likely unemployable for the foreseeable future.</span></li>
<li><span style="font-size: small; font-family: verdana,geneva;">While they are incarcerated they need to eat and have shelter provided – this of course is paid for by tax revenue.</span></li>
<li><span style="font-size: small; font-family: verdana,geneva;">When jails become over crowded individuals are released to tax funded programs like <a title="Salt Lake County Pre-Trial Services" href="http://www.slco.org/byDepartments/HS/criminalJustice/preTrial.html" target="_blank">PTS</a> or Over Crowd Releasing.</span></li>
<li><span style="font-size: small; font-family: verdana,geneva;">When individuals fail to appear in court there is no bail company being held accountable and thus no bounty hunter to track down the criminal.  It then becomes the responsibility of warrant officers or local police agencies to locate these criminals, thus resources are now dedicated to chasing known criminals as opposed to preventing and investigating new crime.</span></li>
</ul>
<p><span style="font-size: small; font-family: verdana,geneva;">With the next legislative session right around the corner we ask that you closely examine the proposed change that would eliminate financing of bail bonds. Once you have done this then speak with your state legislators in the <a title="State of Utah House of Representatives" href="http://le.utah.gov/house2/index.html" target="_blank">House of Representatives</a> and <a title="State of Utah Senate" href="http://www.utahsenate.org/aspx/roster.aspx" target="_blank">Senate </a>to determine if you also believe, like we do here at <a title="Learn More about Bad Boys Bail Bonds Owners - Larry &amp; Richard" href="http://badboysbailbondsutah.com/About" target="_blank">Bad Boys Bail Bonds</a>, that the proposed changes are in fact bad for the state of Utah. </span></p>
<p><span style="font-size: small; font-family: verdana,geneva;">Once you have examined the language and made your determination please let us know if you too believe that the proposed change to Rule 590-164 is unnecessary and in fact bad for the State of Utah.</span></p>

The <a title="Salt Lake County ADC" href="http://www.slsheriff.org/metroJail/processing.html" target="_new">Salt Lake County jail</a>, better known as the Adult Detention Center or ADC, is located at <a title="Map Location for the SL County ADC" href="http://www.bing.com/maps/?v=2&amp;cp=40.6971474366654~-111.9168522208929&amp;lvl=16&amp;dir=0&amp;sty=r&amp;where1=3415%20S%20900%20W%2C%20Salt%20Lake%20City%2C%20UT%2084119&amp;form=LMLTCC" target="_blank">3415 S 900 W in West Valley Utah</a> the number to the jail is 801-743-5000. The SL County ADC has an <a title="Salt Lake County Jail Inmate Record" href="http://iml.slsheriff.org/IML" target="_blank">inmate lookup tool</a> which is updated daily.</span></p>
<p style="text-align: justify;"><span style="font-family: verdana,geneva; font-size: small;">The SL County ADC is the main jail located in the Salt Lake valley and houses the majority of the inmates for the cities located in the county. The ADC is unique in how they handle processing compared to other county detention facilities within the State of Utah; this article is intended to help answer questions and set the expectation for bailing an individual out of the SL County ADC.</span></p>
<p style="text-align: justify;"><span style="font-family: verdana,geneva; font-size: small;"><strong>Posting Bail: </strong>Bailing an individual out of jail <strong>can take anywhere between three to eight hours</strong> depending upon any number of factors. The following steps are how the bail process typically works for the SL County ADC:</span></p>
<ol>
<li><span style="font-family: verdana,geneva; font-size: small;">The bail bondsman is contacted by an individual representing the inmate or possibly the inmate themselves</span></li>
<li><span style="font-family: verdana,geneva; font-size: small;">The bail bondsman arranges all the necessary paperwork, references, credit checks, etc. </span><strong><span style="font-family: verdana,geneva; font-size: small;">E</span></strong><span style="font-family: verdana,geneva; font-size: small;"><strong>stimated Wait:</strong> less than 30 minutes</span></li>
<li><span style="font-family: verdana,geneva; font-size: small;">The bail bondsman faxes the bond to the Jail, care of the Court Liaison. By this time the inmate has been through the booking process, as well as pre-trial services and is now waiting in the Second Pit for the administrative process to be completed (see below for more info) </span><span style="font-family: verdana,geneva; font-size: small;"><strong>Estimated Wait:</strong> anywhere between two to four hours</span></li>
<li><span style="font-family: verdana,geneva; font-size: small;">About 10 minutes before you are released you will be allowed a phone call to arrange transportation<br /></span></li>
</ol>
<p style="text-align: justify;"><span style="font-family: verdana,geneva; font-size: small;">These are the four main phases of the <strong>SL County ADC booking process</strong>. The first three phases outlined below typically happen prior to Step 1. mentioned above. </span></p>
<ul style="text-align: justify;">
<li><span style="font-family: verdana,geneva; font-size: small;"><strong>Booking Room</strong> – estimate 30 minutes</span></li>
<li><span style="font-family: verdana,geneva; font-size: small;"><strong>First Pit</strong> – estimate 60 minutes</span></li>
<li><span style="font-family: verdana,geneva; font-size: small;"><strong>Pre-Trial Services</strong> – estimate 20 to 30 minutes</span></li>
<li><span style="font-family: verdana,geneva; font-size: small;"><strong>Second Pit</strong> – time varies, prepare to wait anywhere from two to four hours</span></li>
<ul>
<li><span style="font-family: verdana,geneva; font-size: small;"><strong>Note</strong>: If you are arrested on a new charge, and it is a felony, you will get an automatic No Bail, for 24-48 hours.</span></li>
</ul>
</ul>
<p style="text-align: justify;"><span style="font-family: verdana,geneva; font-size: small;"><strong>Booking Room</strong>: This is where the suspect waits until the arresting officer has finished all the legally required paperwork. The suspect is handcuffed to a rail along the side of cement benches. Typically an individual will spend no more than 30 to 60 minutes in the booking room; some of the issues that can speed up or prolong the process are uncooperative and or intoxicated inmates, the number of inmates being processed, etc.</span></p>
<p style="text-align: justify;"><span style="font-family: verdana,geneva; font-size: small;"><strong>First Pit:</strong> The suspect is then taken into the &#8220;first pit&#8221;, which consists of six feet high cement walls with no ceiling. Above the walls is a catwalk, this is how the guards can view the inmates while they wait. Inside the pit there is a payphone which can be used to notify family and friends, a single toilet, and another cement bench for the inmates to sit on while they wait. The booking officers will continue the process within an hour or so at which time the suspect will be fingerprinted, have their pictures taken, and booking information entered into the system; i.e. identification and contact information, references, etc. One can expect to wait around 60 minutes in the first pit.</span></p>
<p style="text-align: justify;"><span style="font-family: verdana,geneva; font-size: small;"><strong>Pre-Trial Services:</strong> Once the booking process has been completed, the suspect will be taken in front of Pre-trial services (they are open 24 hours a day, 365 days a year). Pre-trial conducts an interview at the end of which they decide if bail is required or if an individual can be released on their own recognizance. If bail is required the inmate is taken to the &#8220;second pit&#8221;.</span></p>
<p style="text-align: justify;"><span style="font-family: verdana,geneva; font-size: small;"><strong>Second Pit:</strong> The second pit is the place where the inmate can make calls to family and loved ones to try to make bail, assuming they were not released during the pre-trial phase. On the wall in the pit is a list of all the Utah Bail Bond companies with their phone numbers. The process in the ADC for booking usually takes between 2-4 hours, depending on how busy they are at the time. If the inmate is posting bond, they will allow he or she to stay in the pit area rather than dressing them out and putting them into a cell.</span></p>
